What is Owner-Builder Work?
- Owner-Builder work is any work including supervision and coordination of the construction, alterations, repairs or additions to a property:
- Where the reasonable market cost (including labout and materials) exceeds $10,000 and;
- Which relates to a single dwelling-house, dual occupancy (duplex) or a secondary dwelling (granny flat)
1. Land Title
- The land you wish to build on MUST be in your name.
- In the case where the land is under a company name, only a director and shareholder may proceed with any owner builder projects.
2. Construction Induction Card (White Card)
Completing a Construction Induction Card (White Card) is a mandatory procedure when working on any construction site in Australia.
A White Card is evidence that a General Construction Induction Course has been completed and that you meet the relevant requirements to access the construction site.

3. Complete an Owner-Builder Course
- The Owner-Builder Course is an online course that educates the owner on 3 separate modules:
- Module 1: Work Health & Safety
- Module 2: Drawings, Estimating and Cash Flow
- Module 3: Managing the Work
4. Apply for your Owner-Builder Permit
Upon completion of the Owner-Builder Course, you are required to submit an application to NSW Fair Trading who regulate and issue the Owner-Builder Permit.

5. Fair Trading Approval and start building!
Fair Trading assess your application within 28 days. An email will be sent to advise your Owner-Builder Permit Approval. You are now ready to commence your project!
